Recent Revision Of Royalty On Minerals

Royalty from minerals has been and is a very important source of revenue for the government. The royalty on minerals is paid to the state government by the mining lease holders. From the very beginning, the rate of the royalty to be paid on minerals is decided on advalorem basis (i.e. proportionate to the quantity mined or produced).

Exercising the right of the states to increase or revise the rates of the royalty, the Punjab Government proposed to raise the taxes on non-ferrous minerals with a target of generating Rs. 460 crore from the mining lease holders. This move by the Akali-BJP alliance Government in Punjab will also save the common people of Punjab from the additional tax burden which would have been increased to overcome the deficit in the budget of the state.
In a similar move on 22 June 2007, Union Minister for Finance announced the increased royalty rates - an average of 14 percent - on mining of coal and lignite. But unlike the previous move by the Punjab government, this increase in the royalty rates will adversely affect the industrial as well as the domestic electricity consumers as this imposition will ultimately be passed on to them in the way of higher tariff on the power consumption. This revision in the royalty rates is likely to increase the revenues of the coal producing states by Rs. 718 crore. According to the Finance Minister, this move is to check and pass on the benefits enjoyed by the coal producing companies to the government, because unlike the government, these companies have been revising the rates at regular intervals.
